Biographical / Historical

Subsequent to the 1967 riots in which many youngsters were involved, the colonial government felt a strong need to provide additional recreation and leisure activities for youngsters in Hong Kong, and the Scout Association was encouraged to participate in these efforts and reach out to even youth outside of the movement. In December 1969, a new subsidiary, the "Friends of Scouting (FOS)" was created to assume full responsibility for programs for "young people who are not members of the Scout Association" so that they, too, " may take a constructive place in society" (see P. Kua, Scouting in Hong Kong, pp. 307-312). Since then, the Association routinely developed programs for youngsters throughout the years and especially in the summer. THese programs in the 1980s are part of the efforts to reach out to young people in Hong Kong who were not members of the Scout Movement.
